You need to describe in detail what happens when you reboot the PC.
What do you see on screen and how far does it get into the boot sequence?

The screen turns blue the windows logo is in the center then the screen goes black the dotted circle is in the center cycling.
I have left it that way for two days. I can't find a way to either commit a reinstall or a repair and I have never had cd's with this Unit.

OK ... but your comments confuse me. Why?
Because circling dots on a black background is the indication of Windows 8/10 doing Windows Updates.
From what I recall, Win7 does not use those but uses a spinning blue circle.
I don't understand how you can get circling dots in Win7 -- which is what you claim you are running.
