No matter what OS i try to install (WIN 10, WIN 11) Wifi is not working, i think device is turned off in BIOS! How to enter advance bios settings on HP ENVY 17-cw0005nm to turn it ON?

Sorry, but apart from business notebooks and some high-end gaming PCs, accessing Advanced BIOS option on HP PCs is not possible.
Some OEMs lock out the advanced BIOS options to prevent customers from making changes to options that can destabilize or otherwise damage the PC -- and then send it back for repair under warranty claiming they did nothing to it.
I know only SOME of the advanced options are risky, but it's simpler to disable access to ALL advanced options than to allow/disallow on an individual option basis.
That's the course of action that HP has chosen. No one from here is going to provide you any means of getting around that.

Yeah, I know we're all just guessing -- but this is very unlikely to be the BIOS. My guess is that it is more likely to be a driver issue, as Windows is not installing the proper drivers. I always have to do a driver update after a Windows installation, for issues just like this. Which is why I save off my driver set in advance of doing this.
You would have to check the HP product page for your laptop to see if they still provide any drivers. I had the chance to look their recently for drivers for a 3-year old Envy myself and was upset to find they don't support it anymore. I even had it do the automatic software and driver test, and it found NOTHING.

Why are you trying to install an OS on a 2-day old PC? You do realize that you are voiding the warranty doing this, right? HP only warranties the PC with the OEM version of the OS that comes preloaded; if you replace that, you void the warranty and are on your own regarding support.
