F11 does not work.  I have a little experience with dos and was hoping to just maybe go in and try reinstalling Windows from the dos command or by the recovery on e:/

First off, you can't actually get a DOS command prompt anymore and have not been able to for years, now.  When you run a command prompt in Windows, that is not DOS, even though it looks like it is.

Second, to install Windows, you need bootable media -- launching a command prompt will not help in that.
