How to use the USB keyboard to switch on the notebook? I don't see a setting in BIOS. I'm using HP power management. Thanks!

No you can't. You have to switch on your machine first before your USB keyboard can be active. Machine has to load USB drivers first.

Can i define a hotkey on the notebook's keyboard to power on?

As @banhien already told you, the USB drivers have to load before the keyboard is active and that does not happen until WIndows loads.  So defining such a hotkey would do no good.

@WAWood as I already told you, I am asking about the hotkey on the notebook's keyboard not the USB kb.

Sorry, misread your post -- but as far as I know, NO -- because the internal keyboard does not function until the PC is powered ON.
