Maybe the original owner can contact support?

There are several reasons people pay more for "business" class notebooks- one is the tighter security where it is hard for someone to get into their notebook. If HP freely gave out smc.bin files with no proof of ownership it would eliminate one of the reasons.

Have you tried tappng Esc, then F9 at power on to see if it will let you select a boot device?

Pressing F9 at Power on is no problem, I can choose the boot device
