I contacted support - "Janet" cut me off twice - she should be fired!
She didn't even point me to the right direction!
SO here I am now with my issue - I see a lot of people have had this same problem...this issue is caused by BIOS and it could easily be rectified if my laptop would have a CMOS battery but HP design team didn't include one. So now the laptop is simply out of warranty for 3 months and this happens - the laptop is blinking white led 5 times long 3 times fast.
I have tried all the suggested methods already.
Long press on button and win+b
Long press on button 15-30 sec.
Disconnect charger , etc .
Disconnect battery...drain everything
Remove accessories etc.
Nothing works... simply overnight my fully maxed out specs HP Consumer laptop became a paperweight.
And to make things worse ... okay I'm out of warranty ... so support doesn't care anymore but I am willing to bring it in for repairs to a authorized service center nearest to my location but it turns out they only sell laptops here and won't repair them.
Even if my consumer product would have warranty then there seems to be nobody who even repairs them. No authorized service centers that have seen the issue before. And have the knowledge to repair it. I will not bring it to a third party repair center either because they will say probably that the motherboard needs replacing, simply because they don't have a fix.

If you are in the EU then you have a 2 year warranty with the seller who may or may not be HP.
The 3-in-1 stick should help, except it needs a lot of prep work (and I hope this doesn't look like rubbing salt into an open wound)...
HOW2:- Create a 3-in-1 USB Key
Click here to download HP PC Diagnostics (SP69063) onto your computer. Make sure to note the location of where the file is diagnostic tool is saved. When the HP PC Diagnostics tool is finished downloading, an InstallShield window opens.
NB:- IT CAN TAKE AN HOUR TO D/LOAD THE (almost 1 GB) HP DIAGNOSTICS TOOL.
Step 2: Use the USB disk “3-in-1 USB Key�? to restore the BIOS
Follow these steps to restore BIOS from the USB drive.
Turn off the computer.
Insert the USB disk that you formatted in Step 1.
Press the Windows
+ B keys.
NOTE:
If the “start�? key and the “B�? keys are broken in the computer, you can press the four direction keys at the same time to enter the mandatory recovery programs.
Press the power button.
When the computer turns on, press and hold the Windows
+ B keys for three to five seconds.
The Caps Lock lights blinks three to five times.
On some computers, the UEFI BIOS recovery interface displays (show only, cannot control), when the BIOS recovery operations starts. On other computers, the Caps Lock and Num Lock blink at this time, but nothing displays on the screen. After three to five minutes, the message BIOS recovery is successful displays (different models, this interface will be different).

Thanks for replying but this is not helping me -
I have seen the document - 5.3 is what I have and I have tried all the solutions.
I have not managed to get past the blinking lights after this issue occurred.
The issue is with BIOS or CMOS and clearing CMOS.
Laptop screen is black , nothing appears on the screen.
The USB ports are not functioning since the laptop is not booting (I tested with a USB that emits a light and with a mouse that has RGB when connected. - nothing)
I only get the caps light blinking. That's it.
The more I dig the more dirt comes up.
