Hello , I got a power issue poblem .
 My Omen cooling fan were extremly loud. So I open lid for cleanig fans from collected dust. 
 That procedure done alredy many times at this and many other laptops. Thus no newbie in that subject.
After cleaning I try to check how it did improve. When I pressed POWER button it blinks once and did not stand up. Looks strange becuse battery was 3/4 of its power . I connected the power adapter . Same situation . 
 Laptop was open , battery disconected and discharged few times. After conecting battery , try to start . Then I ddi observe that white light indicator at power supply port blinked 3 times . Remove battery and try only with power adapter . While power pressed , every time light at port goes off like was no power, and reapeer after second.. Adapter is working - checked . RAM , battery , and few other taken out discharded. Still same .  After conecting all with battery try to start - 3 times orange blinks indicating empty battery. I did conected power suplly - Port showing all time white . I diconected power adapter and connected again - this time was orange like loading battery. After 30 min  still orange and no rection after pressing start button which all time blinks only once when I did try. Adpater was diconected and cnnected again. This time showing again only white light . NOW its like try to start  per around 1, 8 second but then is  LIKE power cut ,port goes off per second but not starting no fans spiining or else all time. 
 I tried to use : 
 holding power button per 30 sec - no reaction - when try to start per second is like power drop
 combination of WINDOWS + B + power to get to BIOS - not working 
 discharging and starting with and without battery and only by power supply 
RAM is good - got spare and check - same situation , SSD disks same ... power adapter mesured got good values . 
 its wierd while just before opening it was working good , life of battery was good . I just open it ....alredy have same situation in past once  with Hp Omen 17" but after few hours of those steps I managed to work it up , by one of solutions - I do not even remeber what I have done., because up to tay I fixed plenty of laptops not only Hp for friends. 
  Now I do think that there was maybe a shortcut done by spinnig fans - driven by air - but it never occured trough years. 
 If anyone got any idea how to work it up - then feel free to gave any suggestions or solution. Because bad luck goes with pairs I decide to bring back multimeter and mesure power section - does it goes trough it ...one of wires stuck under box with tools and I broke one wire ...so ...Im counting now for specialists here , before I buy a new one....( soldering it will gave not real data ) Im not english native so forgive me please for all language mistakes.

It sounds like you've already tried a lot of troubleshooting steps. Let's systematically address potential issues that could cause the symptoms you're experiencing with your HP Omen 15.

 

Power Reset:

  • Disconnect all external devices and power sources, including the battery and AC adapter.
  • Hold down the power button for at least 30 seconds to drain any residual power.
  • Reconnect the AC adapter (leave the battery out) and try to power on the laptop.

Battery and AC Adapter Check:

  • Ensure the AC adapter is functioning properly by testing it with another compatible device, or use a known-good adapter to test your laptop.
  • With the battery removed, try to power the laptop using only the AC adapter. If it powers on, the issue might be with the battery.
  • Reconnect the battery and check if the charging indicator light behaves consistently (orange when charging, white when fully charged).

CMOS Battery Reset:

  • Locate and remove the CMOS battery on the motherboard for a few minutes to reset the BIOS settings. This can sometimes resolve power issues.
  • Reinsert the CMOS battery, reassemble the laptop, and try to power it on again.

Inspect Internal Components:

  • Double-check all internal connections to ensure nothing was accidentally disconnected or is loose.
  • Look for any signs of physical damage, burnt components, or debris that might have caused a short circuit.

Check Power Button:

  • Verify that the power button is functioning correctly and not stuck or damaged.

BIOS Recovery:

  • Some HP laptops have a BIOS recovery feature. Try the following:
    • Power off the laptop.
    • Hold down the "Windows" + "B" keys simultaneously, then press and hold the power button for 2-3 seconds.
    • Release the power button while continuing to hold the "Windows" + "B" keys until the BIOS recovery screen appears.

Remove and Reinstall Components:

  • Remove the RAM and try booting with each module individually in different slots.
  • Remove the SSD/HDD and attempt to boot into BIOS to rule out storage device issues.

Check for Short Circuits:

  • Inspect the motherboard for any signs of short circuits, especially around the fan area where you were working.
  • If you suspect a short, use a multimeter to check continuity on power circuits.

External Monitor Test:

  • Connect the laptop to an external monitor to check if the display is functioning.

 

If these steps do not resolve the issue, it could indicate a deeper hardware fault, possibly with the motherboard itself.
