Hello @Squashyball,
Welcome to the HP Support Community.
Try the UEFI Diagnostics tests to see if anything comes up:
- Turn off the laptop
- Press the power button and repeatedly press the Esc button
- Select F2 (System Diagnostics)
- Select the desired language
- Select System Tests
Note that the above steps may vary depending on the configuration and some tests may not be available.
Also try a power reset:
- Turn off the laptop
- Remove any external accessories
- Unplug the power cord
- Remove the battery (only if it is external and removable)
- Hold down the power button for at least 15 seconds
- Reinsert the battery if it was removed
- Plugin the power source
- Attempt to turn on the device
Just to clarify, is it the entire keyboard flashing or just certain keys?

Ok, can you hear the fan spinning when you press the power button? Also, can you sense the backlight of the display turning on? The screen might be black but you'll most likely be able to see if the backlight is either turning on or is just off the entire time in a dark room.
Also, when was the last time you charged the laptop? If you plug in the AC adapter, what are the colours of the LEDs at the front of the laptop? What happens when you try to turn on the laptop with the AC adapter plugged in?
From the current symptoms and from reading the Maintenance and Service Guide for this device, the issue might be power-related.

According to this document, we have a BIOS issue:
Light and beep pattern | Component tested | Error condition | Troubleshooting steps |
2.2 (blink) | BIOS | The main area (DXE) of BIOS has become corrupted, and there is no recovery binary image available. (Also happens when updating the BIOS.) | Perform BIOS recovery with external media (USB or CD-ROM). Go to HP Notebook PCs - Recovering the BIOS for additional information. |
Could you try the various methods listed in this document?
