Hello here. I've been having this issue with my pc( hp 15 notebook pc F272) when i  press the power button the red light comes on & the white light on the caps lock comes on too...I can hear the fan Starting up with clicks all Starting up properly but suddenly it stopped & start the whole process again  & again & again . Meanwhile, the red light stays on on the num button but the white light on the caps lock  flashes one long & short once in between.  The screen won't come on even for a hard drive test ( pressing the power button + f10 or escape button! )  am in a remote place very far from any reputable pc repair shop or market.  Problem started some days ago when i mistakenly turn off the pc while it showed me on the screen that my pc ran into a problem & needs to restart.......& then we'll restart for you.  Since then, I've not been able to boot back into windows.

Kindly refer to the steps on this https://support.hp.com/in-en/document/ish_4129273-2331498-16 to update BIOS and let me know if that fixes the issue.
