I downloaded windows 10 iso. To another ssd set boot order in bios , still no luck

Your notebook is not supported by the HP cloud recovery tool, if you have not already found that out.

To boot from your W10 installation media, changing the boot order doesn't do anything.

 

Booting is controlled by the Windows Boot Manager, so the notebook is always going want to boot from the hard drive.

 

What you need to do is this:

 

Have your W10 installation USB flash drive in your PC's USB port.

 

Turn on or restart the PC.

 

Immediately press/tap the ESC key to get the menu of options.

 

Select the F9 boot options menu and from that, select the W10 USB flash drive and press the Enter key.

 

The PC should then boot from the installation media, and you can reinstall W10.
