I'm having problems understanding the issue.  The only "OS menu" I'm aware of is one that Windows puts up when you have enabled boot options in addition to Windows or when you have more than one Windows version installed.  The BIOS settings option does not show on such a menu.

When you boot a PC, if you press the right key, you get into BIOS Settings or UEFI settings -- depending on whether the Windows OS was installed in UEFI mode or Legacy mode.  This is not an OS menu.  Is this what you are talking about?

Newer computers that come preconfigured with UEFI settings have Secure Boot enabled and with that, when you boot into the UEFI settings, it will not show any boot options other than the internal drive.  So, if you insert a bootable USB stick, it will not be shown.
