Operating System: Microsoft Windows 11

My HP computer it has is not reloading windows 11 pro b and it's saying I'm getting a inaccessible boom era boot screen when I restart it now I have downloaded the bios update on a flash drive directly to a flash drive on another computer and I was wondering do I run it as administrator on that other computer before I put it onto my HP laptop
