I open it, it says

Boot Device Not Found

Please Install an operating system on your hard disk.

Hard Dusk (3F0)

I've tried Hard resetting it, Restoring BIOS default settings, and resetting the hard drive (with the instructions stellar gave me)

Hello BruhSlayer,

With the steps that you have taken I would image that there is a issue with the Hard Drive. Access your Bios and Verify you can see your Hard Drive and unplug all USBs. The Hard Drive is not being seen, so here is a few ways to verify the Hard Drive and not your Computer:

1.) Run a hardware test on your system to test Hard Drive

2.)Try to perform a HP Recovery Windows Reset, doing this will align your Windows boot records which

3.)Try to make a boot USB with linux on it or try a new Hard Drive.

(NOTE: Here are the steps for creating a bootable USB: https://www.howtogeek.com/howto/linux/create-a-bootable-ubuntu-usb-flash-drive-the-easy-way/ )
