Operating System: Ubuntu LTS

HDD cleaned. BIOS set to boot 1. USB DVD, 2. Internal DVD. DVD option not displayed at F9 boot option, only message to install OS on HDD. Does not recognize any devices other than HDD, How can a new OS be installed?
