This issue had started years ago when I gave my PC into my local repair shop to fix. I had noticed that in Device Manager, the "Intel Management Engine Interface" had a yellow mark on it. I double-clicked it and I saw that Device Manager said "The device cannot start (Code 10) "STATUS_DEVICE_POWER_FAILURE". After some research online, I found out that this driver had failed to "handshake" with the firmware, so I assume this might be a BIOS problem. I had the BIOS up-to-date with the latest from the HP drivers page (Insyde F.46 rev.A). And when I download the MEI driver from HP, the utility returns with an error: This platform is not supported. Reinstalled windows many times, nothing. I'm starting to think that this may be fixed if I downgrade the BIOS to what it came with. Also, I forgot to mention that the sleep function also does not work, as when I put the PC to sleep, it goes to sleep but when I try to boot it from sleep, it instead turns off and reboots. Any help?

Try the steps recommended below and let me know if this helps.

 

This bug check indicates that the driver is in an inconsistent or invalid power state

Right click the Computer and select Properties. Click Device Manager to find whether there are yellow exclamation marks beside the hardware names.

 

Step 2: Uninstall the Drivers
Right click the hardware with problematic drivers and select Uninstall.
(Note: If it is the recently installed programs that cause the blue screen, you also need to uninstall the programs in this way.)

I would suggest here is to Run Windows Updates troubleshooter -

 

Download and install the troubleshooter from this link.

 

Now try to perform Windows Updates - 

 

1) In the search box, type and open Windows Updates. 
2) Check for updates. 
3) If the updates are available, click on install and restart the computer. 

 

If the issue still persists, I would suggest here is to update the Bios, Chipset and Intel Management Engine Interface Driver on your computer either from our HP support website, using this link or download it from  HP Support Assistant Updates - 

 

1) In the search box, type and open HP Support Assistant. 
2) Check for updates. 
3) If the updates are available, click on install and restart the computer. 


System restore can be used to solve system issues like DRIVER_POWER_STATE_FAILURE error. It allows Windows users to roll back the PC's state to that of a previous point in time.
If you have ever created system restore points before the error, now you can roll the system back to a normal state with the steps below:
Step 1: Right click the Computer and select Property.
Step 2: Select System Protection, and then choose System Restore…in the opening dialog.
Step 3: Click Next and choose the desired system restore point form the table.

Hello

Sir, I've already done everything you told me here on your reply, except for System Restore (as Windows 10 was reinstalled on this PC so it wouldn't have any restore points on it anyway). I have also tried alternative OSes on this PC (i.e Ubuntu and Android-x86) which did not require any driver installation yet when I sent the PC to sleep, I try to wake it up and instead it immediately turns off for 2 seconds then starts up again (basically crashes with no BSoD which I forgot to clarify in the first post), basically the same thing it does when I'm on Windows, so I'm starting to think that this whole Intel MEI and sleep issue is all caused by the BIOS firmware.

So, I think I need to roll back to the BIOS version this PC came with (I think it was F.15 rev.A or something).

If possible, can you provide me with the factory BIOS version so that I could do a roll back and see if it works?

I downloaded the BIOS update file you gave me, and I ran the utility to burn the BIOS files to a USB so that I can use the Windows Key + B combination to perform a rewrite of the BIOS, only thing is that it is refusing to boot off my USB, and instead Caps Lock blinks 2 times. Am I doing something wrong?

If I am could you please walkthrough how I can downgrade my BIOS?

This seems to be a hardware issue.

I request you to talk to HP support.

They might have multiple options to help you with this.

  1. Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
  2. Select the country.
  3. Enter the serial of your device.
  4. Select the country from the drop-down.
  5. Click on "Show Options".
  6. Fill the web-form. A case number and phone number will now populate for you.
