The issue you're describing Caps Lock blinking once, fan noise, and the notebook not turning on typically indicates a hardware-related error, often linked to the CPU.
A single blink of the Caps Lock LED usually points to a CPU failure or a motherboard issue. However, before concluding hardware failure, let's try a few troubleshooting steps:

 

Perform a Hard Reset

This can help clear any residual electrical charge that might be causing the issue.

  • Turn off the notebook.
  • Disconnect the power adapter.
  • Remove the battery (if removable).
  • Press and hold the Power button for 15 seconds.
  • Reconnect the battery and power adapter.
  • Try turning on the notebook.

Check for Overheating or Dust

  • Ensure the vents are not blocked.
  • Use compressed air to clean out dust from the vents and fan area.

Try a BIOS Recovery

If the system is not booting but the fan is spinning, a BIOS recovery might help.

  • Turn off the notebook.
  • Press and hold Windows + B, then press and hold the Power button for 2-3 seconds.
  • Release the Power button but continue holding Windows + B until you see the BIOS recovery screen or hear beeping.

Use HP Hardware Diagnostics (if accessible)

If the notebook powers on briefly, try running a system diagnostics test:

  • Turn off the notebook.
  • Press the Power button, then immediately press Esc repeatedly until the Startup Menu appears.
  • Press F2 to open HP PC Hardware Diagnostics.
  • Run the System Test or Component Tests
