HP Pavillion 15-cb030nd

So I got this laptop a while back, HP Pavillion 15-cb030nd, and it wasn't functioning. The first issues was that it would not boot, it would display bios checksum error and would not let me acces the bios but it also did not boot. So I thought it was a corrupted bios, used the onboard BIOS-flashing abillity of the laptop without any succes. Still the same error, but this time when it did not boot it gave a error code. 5 long blinks and 4 rapid ones. Which acording to the HP website means the following:
"The embedded controller times out waiting for the BIOS to return from system board initialization"

So I think the bios is not being reached by the system ( I think, I am not sure these descriptions on HP website is quite vague) , I will use a eeprom flasher to directly flash the bios onto the chip. The eeprom flasher I used was the CH341APro. So I try to flash the chip with some mixed results at first but eventually I managed to succesfully flash it. (according to the program) Only this seemed to make the problem worse. There is now no cmos checksum error screen and just goes straight to the capslock error pattern. But even stranger is the fact that when I try to enter the BIOS by pressing F10 the laptop actually seems to short circuit. It turns of and then on again endlessly. This keeps happening until I flash the BIOS chip again trough the eeprom programmer. So this made me think the bios chip is dead(?) but I am not quite sure. Are there any other things I can try before I order a new chip.

Some other fun 'quirks' to note:
Whenever there is power atached to the laptop the BIOS cannont be read with the eeprom flasher.
One of the fans is broken/damaged and therefore unplugged, but when the laptop is in its blinking mode the 1 remaining fans start to spin up after a while even tough there seems to nothing that is hot.
Only SSD and RAM and WIFI card are inserted when testing.
Battery seems to charge normally.
Laptop gives different caps-lock error when no ram is inserted (the no ram is inserted error )
Screen backlight used to go on during the boot, but after flashing with the eeprom flasher it does not.

Some relevant information:
Bios chip is: Winbond 25Q64FVSIQ

So some of these things the laptop does makes it seem to me that the BIOS is somewhat functioning as it does charge and the fan is controlled. So I am kind of hoping for some solid advice on what steps to take next and what steps not to take.

3)Enter the serial number of your device or select let HP detect your product option.

4)Select the country from the drop-down.

5)You should see the HP phone support number or Chat option listed.
