So i was trying to use an HDD caddy in place of the optical drive on my hp 60 laptop. however when i have it installed, the laptop won't boot. it is not trying to boot from the HDD caddy, in the bios it is booting from the internal drive, but for some reason the external drive prevents the laptop from booting. i only get a blinking cursor. i don't know why this happens since the external drive should not affect the boot process. the hdd in the caddy is known good and works in my new laptop with no issues, but it won't for some reason in my hp.

one thing to note is that there was an exclamation mark next the drive in the bios, i'm not sure what it means but i dont know what could be wrong with it since it works fine in my new laptop.

This is not going to work. You cannot boot from a hard drive installed in an optical bay adapter -- the BIOS in the system will not boot from such drive. It can boot from a DVD on the original optical drive but HDD and DVD are two different things.

i am not booting from the hard drive installed in the optical bay. i am booting from the hard drive that came with the laptop, and its connected to the full sized sata port. all i want to do with the hard drive installed in the caddy is transfer some files, not boot from it. i dont know why this would prevent the laptop from booting.
