Laptop boot loop?

My laptop turns on and loads, then it goes to the sad blue screen, turns off, loads again, goes back to the sad blue screen, turns off again, then stays on the HP loading screen and never loads

I understand you have trouble using the HP Notebook - 15-dw1083wm, where the PC is stuck on the HP boot page and looping, which looks like it could be related to a hardware or Windows issue.

Please try the BIOS restore, it will try to help in fixing the issue, If you still face trouble, try to run a hardware test on the Pc to see if you get any failure codes.

Step 1: BIOS Restore :
1) Shut down the computer, keep the  charger plugged
2) Hold down the Windows and B button together while the computer is still turned off.  
3) Turn on the computer and continue to hold the Windows and B buttons until a BIOS Recovery screen appears.  
4) Follow the on-screen instructions and click on OK

Step 2: Extensive Test - 
1. Hold the power button for at least five seconds to turn off the computer. 
2. Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key. 
3. On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests. 
4. Click Extensive Test.
