So my isuue is the following.
Occurred 6-22-2017 05:00
After MS Windows did a very long multitasking automatic upgrade which required a very long restart and the pc apeared to be stable I then had a update for norton that also had a patch, after that and when it appeared stable, I then USB docked my Rand Mcnally TND 730 GPS and there was an upgrade for maps available, so I choose it and it said it would take 8 hours and some minutes, so I went to bed.
Awoke up in the morning and the laptop would not come completely out of whatever mode it had been dropped into as it was trying to restart like a reboot had happened overnight, so I waited about 20 minutes, rebooted and it would only partially boot no login prompt, then I repowered/rebooted it again, this time it said my boot startup file was missing or corrupted, rebooted again, this time I got an HP black screen with about 4 or 5 options and a URL to www.hp.com/go/techcenter/startup, anyway one of my choices was to restore to previous, so I choose it, and my laptop instantly powered off with a thud.
And now I cannot power it back up at all, there is also no power led when plugged in, no sound, completely dead unit.
Any suggestions out there.

As I understand you are having an issue with the HP notebook does not power on anymore. Don't worry as I have a few steps which should help you resolve this issue.
To provide you with an accurate solution, I'll need a few more details:
Was the unit plugged to a charger or was it using the battery?
Have you tried to charge the laptop for some time?
When you turn it on, do you hear the fan running? Or do you get any beeping noises/blinking lights?
If the computer does not start, the LED lights do not glow, and the display is black,
you can perform one or more of the following actions to resolve the no power issue:
(Click on the blue letters to get more details about each step)

Examine the adapter and power cord for physical damage
-
Test the power from the AC wall outlet to the notebook connector

Start computer using the battery only
-
Check that the lid switch moves freely
-
When you have completed the troubleshooting steps, there should be power available to the computer. When you press the power button, the LEDs should glow, and you should hear the sounds of the fan and the hard drive spinning.

If the battery does not accept the charge or the notebook does not turn on without the AC adapter, contact HP to order a replacement battery.
-
If the LEDs do not glow, and there are no other indicators of power being available to the computer, contact HP for technical assistance in troubleshooting a potential problem with the AC power connection or the system board.

If the LEDs blink, or the computer beeps, but it does not start, go to HP Notebook PCs - Troubleshooting LED Blink Codes or Beep Codes During Startup or Boot.

If the LEDs glow but the computer does not start on either battery or AC power, go to Troubleshooting Black Screen Displays with No Error Messages During Startup or Boot.

Good day Jeet !
Well I was able to power the machine back up via tree key operations,
First step was to hold the power button and the return key along with the shift key, I was just trying different combinations and this what worked, but the laptop just sat in a powered up state mode only and still no led light on the power, so I unplugged the power battery and the led light on the left side by the power outlet came back on, assuming I had a bad battery, then I restarted and it finally gave me a more steady state and actually gave the error code for boot config file missing, your pc needs to be repaired.
I then went to the Web on my notebook and tracked down the dos prompt commands to repair the boot file.
Commands ran: "bootrec /fixmbr" and "bootrec /fixboot" and then "bootrec /scanos" and then "bootrec /rebuildbcd".
Then rebooted and waited for a steady state then reinserted the battery and it all came back up.
