Product: HP Pavilion - 15-cc553cl
Operating System: Microsoft Windows 10 (64-bit)
Started having issues a few days ago. At startup HP laptop acting very erratic, can’t even get to icon screen even after performing soft and hard power offs and on. Can not perform Reset or Recovery. Any suggestions would be appreciated.

This nearly always means the primary drive is failing, will need to be replaced, and Windows reinstalled on the PC.
