Laptop restarting for a long time

I clicked on network reset then. Restart laptop and once i restarted It has been an hour since it is restarting.. i get hp logo then the loading icon below ..then blank screen for 1 minute then same process again and it never opens.. i tried shut down and open again but nothing is working
