I don't know.

You say you did a re-install, but no actual details.

Like "an over the top" or "Factory Fresh" or "format and re-install".

 

But you could try an anti-virus and anti malware programs, like

BitDefender

Malwarebytes

Fully formatted the HDD, SSD and then reinstalled the windows. Full shutdown worked well but after that the problem showed up again.

The problem is a faulty piece of software.

Automatic restart of the computer is an important system process, required for dealing with system crashes in a proper manner. This probably explains why it’s the default Windows behavioUr.

 

I cannot recall the action, specifically, but here is the link for a better explanation...

It prevents the Auto-Restarts but DOES NOT sort out the faulty piece of software.  That is done by trial and error, starting with the bare minimum in an F8  Safe Mode  startup.
