I can’t boot computer. It keeps asking for the Bulock’s recovery. I type it in but it still keeps asking for it.
I’ve tried recover but I don’t have a recovery point.
Can I reinstall the OS without losing personal data?

It's BitLocker, which is full disk encryption installed by default, Normally, you would go into Windows and use the BitLocker Management function to export the key, but if it doesn't boot into Windows, there is nothing you can do about this.
And yes, a reinstall will overwrite all your personal data and remove any apps you added since you first used the laptop.
If you take this to a local PC repair shop, they might be able to help.
