ME state in recovery mode.  How to find the right version of ME on the Intel site to install.  Or how can I get rid of the message?

The problem is that your notebook's Mobile Intel QM67 Express chipset has very limited support for Windows 10. It has had support from HP since Windows 8.1.

 

Go to the Intel hyperlink below and download and install the Chipset INF utility.

https://downloadcenter.intel.com/product/53/Chipsets

 

After you have the latest chipset driver installed use Windows update to see if there is a version that will work

Check Windows Update for a version of what?  Are you talking about ME?

Yes. The Intel Management Engine. There may be a driver that  Microsoft has that will work for your notebook
