Hi,
Can you provide the model or product number of the PC for further help. Here is how to find it

When you say it does not load what do you mean?
Do you get an error? What is written?
Do you see the HP logo or Windows logo?
If you turn off the PC by holding the power button until complete shutdown and then restart it what happens?
Can you try performing diagnostics at boot (at least on the Hard Drive)
Turn off the PC by holding the power button
Turn on PC and repeatedly press ESC until startup menu
Press F2 to enter diagnostics and perform the fast test or hard drive test.
Does it pass the test?
