Hello, what is appears exactly when you try to start up your computer?? Do you have the HP logo at your screen?? Blinking LEDs?? Sounds??
If any you can try to make an hardware reset. For this you need to unplug your AC adapter, and your PC's battery if removable, and press during 30 seconds Power button with any power.
After replug PC's battery and AC adapter and tell me color of the LED alongside AC connector (on your PC).
