Try running diagnostics

Tap the ESC key after powering on. . Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics.

Do not allow any updates if disk or memory fail, especially a BIOS update.

You should see an image like the following.esc-startup.png

If you can pass disk and memory diagnostics then go into the BIOS setup and press the function key that set BIOS defaults.  Be sure to save settings when you exit.  Then try to boot into windows safe mode.

let me know what happens.

On occasion, it can be difficult to use the ESC key to start diagnostics.   If you start tapping too soon or too late it will not work and the laptops needs to be turned off completely before trying again.

 The keyboard LED,  should flash when the laptops is first turned on.   At that point start to tap the ESC key.  Tap only once every second, no faster.  If the keyboard keys do not flash there is a hardware problem.  You could try a USB keyboard if one is available but I suspect it will  not help if there is an internal problem.

If you have tried this several times and have the same problem then there is a hardware problem.

otherwise open the laptop and look at the motherboard for any damage such as corrosion or water damage.

Remove the WiFi card and see if it starts working.

then remove the drive card and try to run diagnostics.

You could try removing one or both of the memory cards.  If both memory are remove you should hear a beep code..  You must have at least one of the two memory cards in for the system to boot up.

What caused the problem in the first place?
Power glitch? Upgrade to windows 11?
Microsoft or HP update? Add a new device, memory, etc?
BIOS upgrade that went wrong?
