HP Recommended

My power cord is in my hp elitebook 840 but it will not turn on and the capslock and power button blinks twice. Is there a fix for this? Ive took my battery out. Ive also tried the windows button + b, windows button +b plus power, just b and just v and still nothing. Help!!
