My laptop doesn't power on while flashing white and orange lights when charging

I have an HP Pavilion 15-f200wn with a product id as L0T33UA#ABA and cannot start my laptop which started a few years ago. Whenever i looked into my settings I saw it said a cell in my battery was messed up but it worked perfectly fine. Months later it started randomly powering off whenever it was fully charged until i could no longer use my laptop even while it was plugged in with and without the battery. I now recently tried replacing the battery with no luck. Ive noticed whenever i plug in the charger to it the light in the side flashes from orange to white then goes off and then loops in that order.
