Hi @Vinayak0007,

Welcome to The HP Support Community.

Thank you for posting your query, I will be glad to help you.

I understand your HP Laptop 14s-fr0012au is experiencing a hardware or firmware issue, which is causing it to repeatedly restart and preventing it from turning on properly. The blinking Caps Lock key is a diagnostic LED code that indicates a specific hardware problem.

To troubleshoot and potentially resolve the issue, you can try the following steps:

1. Identify the Blink Code

  • Count the Blinks: Count the number of times the Caps Lock key blinks in a sequence before pausing. This pattern indicates a specific error code.
  • Refer to HP's Blink Code Guide: Use the HP support website or your laptop’s manual to identify what the specific blink code means. This will provide you with more information on the possible issue.

2. Perform a Hard Reset

  • Power Off: Turn off the laptop completely and disconnect any external devices connected to it (like USB drives, external keyboards, etc.).
  • Remove Power Sources: If the battery is removable, take it out. If it’s not, proceed to the next step. Also, unplug the power adapter from the laptop.
  • Discharge the Laptop: Press and hold the power button for about 15 seconds to discharge any remaining power.
  • Reconnect Power: Reconnect the battery and the power adapter, but do not connect any other external devices yet.
  • Power On: Try turning on the laptop again to see if it boots up normally.

3. Check for Overheating

  • Cooling System: Ensure that the cooling vents are not blocked by dust or debris, which could cause overheating and result in a restart loop.
  • Environment: Place the laptop on a hard, flat surface to help with proper ventilation.

4. Boot in Safe Mode

  • If the laptop manages to start up, try booting into Safe Mode. This can be done by pressing the F8 or Shift + F8 keys repeatedly during startup (depending on your laptop model).
  • Check for Updates or Recent Changes: Uninstall any recent updates or software that may be causing the issue.

5. Run Hardware Diagnostics

  • Built-In Diagnostics: Use the HP UEFI diagnostics tool if your laptop has it. Turn on the laptop and immediately press the Esc key repeatedly until the Startup Menu opens. Then press F2 to run the System Diagnostics and test the hardware components.

6. BIOS Update

  • If you can access the BIOS (pressing F10 during startup), check if there is an option to update the BIOS. Sometimes a firmware update can resolve system instability issues.

I hope this helps.

Take care and have a good day.
