My laptop turns on and a message appears on the blue screen saying my computer did not start properly. I press Restart but it still does the same thing.

It looks like your HP 14s-fq0000 laptop is stuck in a startup loop, showing a blue screen with the message that Windows did not start properly. Here are some troubleshooting steps you can follow to resolve the issue:

 

Perform Startup Repair

  1. When the blue screen appears, click Advanced Options.
  2. Go to Troubleshoot > Advanced Options > Startup Repair.
  3. Let Windows attempt to fix startup issues automatically.
  4. Restart your laptop and check if the issue is resolved.

Boot into Safe Mode

  1. From the Advanced Options menu, go to Startup Settings and click Restart.
  2. When your PC restarts, press 4 or F4 to enter Safe Mode.
  3. If Safe Mode works, try uninstalling recently installed software or drivers that may have caused the issue.

Perform System Restore

  1. Go to Advanced Options > System Restore.
  2. Choose a restore point before the issue started.
  3. Follow the on-screen instructions to complete the process.
