Microsoft Windows 10 (64-bit)

It's done this before recently and I believe a hard reset did fix it that time, but not this time. I've tried it with and w/out battery installed.

I understand that your HP notebook is not working correctly. If you have already performed the steps from the document HP Notebook PCs - Computer Does Not Start: https://support.hp.com/in-en/product/hp-431-notebook-pc/5086745/document/c04718479 and the issue persists, it could be a hardware failure.
