My notebook won't boot. After trying for several minutes, it goes to an error message Stop Code: Driver Power State Failure. I have tried the steps to fix it using F11, but it still gets stuck. Help!

Hi:
If you don't need to recover any files on the PC, you can see if making a bootable recovery drive using the HP cloud recovery client utility will fix the problem.
You will need to have access to another working Windows PC with W7 or newer on it, and a 32 GB USB flash drive to use this procedure.
Here is an info link for how to use the HP cloud recovery tool...

Unfortunately, I wouldn't be able to help you with that.
I've never done it before.
Here is HP's info link on the various ways to perform a system recovery.
