I downloaded windows 7 to a usb drive to install on my new wiped hardrive. But when trying to boot it up it says no bootable devices found or no OS system found.Computer passed all diagnostics tests and originally came with windows 7.
Problem solved.

You said you downloaded Win7 to the USB stick, but have you tried booting any other PC to confirm the stick is good?
If the stick is good, then insert it back into the laptop and press F9 repeatedly while rebooting. This should launch the Boot Devices menu and the USB stick should be seen there. If it is, select it. If it does then not boot, you are stuck. If the BIOS does not see it, then you will not be able to boot this laptop from it.
