Confusing message Boot Device Not Found - Please install an operating system on your hard disk. Hard disk (3F0)

 

Tested old NVMe in external enclosure and was DOA. Tested new NVMe in enclosure and showed up fine. Installed new SSD in laptop and same 3F0 error. Should it offer some other behavior/info even if drive is new/unformatted? Or would the USB restore possibly be able to see it and restore the OS? I feel like the BIOS should see the drive and be able to run diagnostics even if new/unformatted but I need someone with experience to confirm. 

I made an HP USB restore disk but unfortunately this laptop only has USB-C ports and I have no USB-C thumb drive only type A thumb drive.

Do not want to waste time on a bad MB issue which is what is likely the case IMO.

I reviewed your post and I understand that the computer is not booting to Windows and you are getting hard drive error 3F0.

 

I recommend you follow the steps in the below article and check if it helps.
