Black screen and fan noise only, no boot to lock screen. Problem remains even after disabling USB boot in BIOS. Notebook otherwise normal. May be associated with recent creation of rescue USB drive.

Don't worry I'll try to help you out.
Have you tried checking with an external monitor? Does the issue persist?
Were there any recent windows update on the PC?
Please share the product number of the PC to assist you better.
Excellent description and a great diagnosis done. It is greatly appreciated.
Try updating the BIOS and chipset drivers on the PC to the latest version using the HP support assistant.

Completely resetting the computer can resolve many issues that cause a blank screen. Follow these steps to perform a hard reset:
-
Turn off the computer.
-
Disconnect all peripheral devices and remove all USB devices and media cards.
-
Disconnect the AC power adapter.
-
Press and hold the power button for at least 15 seconds.
-
Reconnect the AC power adapter.
-
Turn on the computer.
If you are able to boot into BIOS try the steps recommended below to restore BIOS to default.
1. Turn off the computer and wait five seconds.
2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
4. Press F10 to Save and Exit.
5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
6. Follow the prompts to restart your computer.
Also, I would suggest you enable Fast Start-Up on the system and check if it helps. To do this, follow the steps below.
1. Open Control Panel and go to Power Options.
2. Click/tap on the Choose what the power buttons do link on the left side.
3. Click/tap on the Change settings that are currently unavailable link at the top.
4. If prompted by UAC, then click/tap on Yes.
5. Ensure that Turn on Fast Startup is checked.
6. Restart the computer.

Thanks for your quick reply, MrRobot. I will respond to your points in order.
But first some background information: This powerful I7/SSD/UHD X360 notebook was a gift to my wife in late 2017. But she preferred to continue to use her basic I3/HD/HD desktop. I recently decided to set it up on the same desk as a desktop with a UHD monitor so that she could use either PC with the monitor. During my separate setup tests the notebook worked normally with the USB 2.0 wireless receiver of a new Logitech MK540 keyboard/mouse set inserted in a powered USB 3.0 hub connected to a USB-C port. But I need to have the receiver in the USB 3.0 port on the front edge of the notebook so that it can easily be moved to and from a front USB port of the I3 desktop. That's when I found that the notebook does not move beyond a black screen with fan noise when started with the wireless receiver in the USB 3.0 port, although it works normally if the receiver is inserted only after the notebook boots up. It seems that the notebook is trying to boot from the USB 3.0 port because it detects a device present there. I disabled USB boot in the BIOS but this makes no difference. I suspect that my F3.0 BIOS is defective and that this problem was discovered already and rectified in a later BIOS version. I am looking for confirmation that this is the case before risking a BIOS update and doing it manually because Support Assistant apparently does not do it.
1. With an external monitor connected both screens stay black with fan noise later, even if the USB receiver is removed. Restarting with the receiver removed, the notebook boots normally and displays on the external monitor.
2. Windows update performed some updates recently but I see no reason to suspect that they caused this problem.
3. Product number 1VW22AV, 15 inch HP Spectre X360 Convertible 15-1blXX
4. Hard reset and BIOS restore are steps I am reluctant to take if it is possible to verify that the current BIOS update corrects this problem and should be performed manually.
5. Enabling fast startup made no difference. I suspect that it causes battery drain when shut down so I like it off.

Thank you for your additional advice, MrRobot.
The notebook BIOS is set to secure boot from the SSD only, no other options. USB boot is set to be disabled. But the notebook shows all the symptoms I would expect to see if it were trying to boot Windows from a wireless receiver in the USB 3.0 port!
However, after writing up some background information for you earllier, I realized that the easiest solution would be to work around the problem by not using the notebook's USB 3.0 port for the wireless receiver dongle.. I will use a male-to-female USB extension cable from a port in the notebook's USB-C -driven external USB 3.0 hub, in which the wireless receiver worked with no startup problems, with the female end attached to the front of the desk next to the female end of a similar USB cable from the desktop computer, so that the wireless receiver can easily be moved from one computer to the other.
It appears that the notebook's F3.0 BIOS has either been corrupted or has a design defect that may have been corrected in a later version. Since any attempt to change the BIOS risks converting an expensive notebook into a brick I will not do so as long as I can find another way to get the notebook to function adequately.
I have often used a USB extension cable with a wireless receiver dongle to position it close to its keyboard and mouse so I expect that this workaround will succeed.

Sounds like a good plan. However, before that try updating the BIOS version from F3.0 to F39 Rev A and check if it helps.

this makes me so angry because i ended up reloading my whole system. my bookmarks have disappeared into some other realm even though this is the 5th computer i have had since using them and never before lost them but that is not the issue for this exercise
after using a new k400r logitech mouse wireless it worked fine at first. suddenly my less than 8 month old hp stopped working. first it would constantly reboot . so i removed the hub from the usb port but that didnt work either then HP said it could not repair my system. i completely reset it to its factory settings reloading windows etc. still nothing, it would get to the PW screen and stop, sometimes even not that far. i almost bought a new system since i ignorantly did not buy an extended warranty and due to my personal info i dont like leaving my LT with anyone
When i finally got it to work after over 20 reboots i went in and removed several APPS (another issue with these new systems all the APPs i will NEVER use).
the one that seems to work is the Logitech download assistant
seeing this has been an issue since 2016
