What caused the problem in the first place?
Power glitch? Upgrade to windows 11 from 10?
Microsoft or HP update? Add a new device, memory, etc?
BIOS update that went bad?
Have you run diagnostics?
Tap the ESC key after powering on and press F2 to run diagnostics.
Do not allow any updates if disk or memory fail, especially a BIOS update.
If memory and disk pass then go into the BIOS setup and press F9 or whatever key sets default. Set the correct date and local time and press F10 and be sure to save. The BIOS should list the "Windows Boot Manager" as the boot device.
