I had an issue starting up windows. I suspect it was due to sudden appearance of adds in my screen while in the internet...
I tried restoring the system, after backing up the security files as show in the message.
While restoring windows, and after formating, the computer frozen for several hours (7hours) and I decided to shut down and see if it would continue...IT DID NOT, and now I have a black screen with follwoing message:
Boot Device Not Found
Please install an operating system on your hard disk.
Hard Disk (3F0)
F2 System Diagnostics (I did that for all components and all passed)
Please assist...as I am out of warranty and I did not receive and recovery disk (Windows) from the manufacture.

Hi:
If the hard drive passed the diagnostics test, or you didn't get any 24 character HDD failure codes, you should be able to reinstall W10 for free as follows...
You can make a W10 USB flash drive installer with the Microsoft Media Creation Tool, using an 8 GB flash drive using another Windows PC, if your PC is not working.

If you are asked to enter a product key during the installation process, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.
Here are the steps to create the W10 USB flash drive installer...
Select Download tool now, and select Run.
If you agree to the license terms, select Accept.
On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. You want 64 bit.
Select which media you want to use:
USB flash drive. Plug in a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.
Then you can reinstall the drivers and available software from the PC's support page.

I am NOW installing the copy of Windows 10.
I just hope it will recognize the PC when asked for a Win Key.
Also, How would I be able to get the Notebook to have all pre-installed APPS from HP?
I noticed that it has 4 partitions, one being RECOVERY and other being WINDOWS...
The other two are large and available... I installed in the available larger...
Any input is appreciated it.

You're very welcome.
If you want everything that originally came with the PC, you will have to order W10 recovery media from HP, if it is available where you live.

Some of the software will be available on your PC's support page.
If you can live with what is available on the support page, you will save a considerable amount of $$$.
I do not believe the recovery partition will work to restore windows.
