I'm not a pro but I have had the same issue with my laptop for a month now. I just got it checked yesterday and they swapped the RAMs for new ones with no effect. The motherboard is also fine after testing. After trying the BIOS update it is not responding with the Win + B / V. It seems to be a corrupted BIOS CHIP on the motherboard. You probably need to replace the BIOS CHIP or flush the current one using a BIOS Image then reprogram the BIOS chip. Use a reference video similar to this one (https://www.youtube.com/watch?v=J8-Sh7DjiXw&list=TLPQMjgwNTIwMjRauypUfp0gTQ&index=3&pp=gAQBiAQB).

You first need to get/ download the BIOS image for your computer model then backup the old one and use a YouTube video or take it to a technician who can do this. Just my two cents. I'm yet to do the same because I cannot find a BIOS image for mine.

Note there is a difference between the BIOS Image and the BIOS update. You can download the update on HP drivers and software but the BIOS IMAGE you can get from HP forums probably even telegram.

Goodluck
