I don't know if this is the proper board for this issue- I apologize if it's not. I'm new at all of this. I found an old laptop, an HP Notebook 15-f233wm with windows 10 that seemed to work fine. I wanted to give it as a gift to my girlfriend, as she's never had a PC before, so I sent it off to her. I suggested she should factory reset it once it booted up so she could start fresh. She chose the long factory reset option to wipe and reset everything, but it only gets to about 54% before stopping and coming up with an error message that reads "There was a problem resetting your PC".
The computer can't seem to boot up at all now. It shows the HP logo on startup and then restarts again, continuing to repeat. We've turned it off by holding the power button for 10 seconds, and turned it back on while repeatedly tapping the esc button to bring up a HP start up menu. We hit F2 to do a quick systems diagnostic test, that says everything is ok and everything passed. We've tried doing F11 for system recovery options but we run into the same problem where it says there was a problem with resetting it.
What could be the problem and is there any way to fix this? I just want the notebook to have a fresh slate and operate normally again.

Hi:
The only suggestion I can offer, would be to try clean installing W10.
Make a bootable USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
Boot from the installation media as follows...turn on or restart the PC.
Immediately press/tap the ESC key to get the menu of options.
Select the F9 boot options menu and from that, select the USB flash drive and press the enter key.
After W10 has completed installing, you can install the drivers and available software from the support page.

You may want to delete all of the existing partitions on the hard drive before continuing with the clean installation at the screen that asks 'Where do you want to install Windows.'
