May I know from when are you facing this issue?

Did you make any hardware or software-related changes to it?

Are you using HP genuine AC adapter?

This is consistent with a motherboard failure. If it is not under warranty, a professional repair is needed, which may not be worth the price.

You can try the Hard Reset steps: https://support.hp.com/in-en/document/c01684768

But this is probably a failed motherboard.
