I have HP Pavilion 15 n003tx notebook. After I shutdown my laptop the power LED still stays on, It does not blink it just stays on. I have tried turning Fast Startup off as well, problem still persists. Kindly assist.

Actually turning off the fast start was an old-school solution as it just helped to shut down the laptop. It neither decreased the boot-time or smoothened the lag while system starts.
I observed after a long experience with Windows 8.1 that it many laptops, use of this specific OS increases the boot-time significantly (in my case, boot-time increased to 2-3 minutes after I upgrade to Windows 8.1 from my pre-installed Windows 8).
I hereby strongly recommend using/ upgrade to the current Windows 10 which boots in a flash. The upgrade is NOT OVER yet (as you may know it is over after 31st July,2017). Microsoft hasn't yet closed the door all the way for those in search of a Windows 10 freebie. Until Dec. 31, you can get your hands on a no-cost upgrade to Windows 10 through an exception made for those who seek assistive technologies.
People who require assistive technologies still quality for the free upgrade, though Microsoft doesn't ask for any evidence that you actually use such tools. I just upgrade my OS to WIndows 10 using the following link and my boot-time decreased to 3 seconds!!!!!!

Thank you for posting your query on this forum, it's a great place to find answers.
I reviewed your post and I understand that the power button is not turning off even after shutting down the computer.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you install the chipset driver from the below link and restart the computer and check.
If the issue persists, follow below steps.
Open Settings and select System. Select Power and sleep, then click on Additional power settings - in the following window, click on 'Choose what the power button does' in the left-hand pane.
In the subsequent window, first, click on 'Change settings that are currently unavailable' ( near the top of the Window ) and then remove the checkmark from the box against 'Turn on fast start-up (recommended)'. Click the Save Settings button, then close any open windows and restart the notebook.
