Immediately on bootup, my laptop starts giving warnings of "Power surge on the USB port Unknown USB Device needs more power than the port can supply." After going into device manager and removing all usb devices, unplugging everything from the laptop, and rebooting, I still receive the error.
Thoughts?

I reviewed your post and I understand that you are getting an error “Power surge on the USB port Unknown USB Device needs more power than the port can supply” every time you start the computer.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you disconnect all the USB devices connected to your computer and then restart the computer and check whether you are still getting that error.
If the issue persists:
Run the Hardware Troubleshooter
- Type "Troubleshoot" in the search bar and press "Enter".
- In the "Troubleshoot" window, click on "Hardware and Devices" on the menu on the right pane.
- Click on "Run the troubleshooter" and choose to run the tool as an Administrator.
- Click "Next" and follow the on-screen instructions to complete the troubleshooting process.
