When I turn the PC, the white light on the power button flashes slowly but constantly. If the internal battery is not connected, the white light next to the power connector flashes at the same time. If the battery is connected, this light is always on. When the power button light turns on so do the 2 internal fans but they go off when the light goes off. Screen and/or external screen are always black.
If I remove the RAM, the power button light stays on but the caps lock light flashes a 3 + 2 code.
I've looked but haven't found any info on this problem, grateful for any help

I reviewed your post and I understand that the computer is not booting to Windows.

I recommend you contact support and check the available service options for your computer as it looks like a hardware issue.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
