Hi @Don4441,

Welcome to The HP Support Community.

Thank you for posting your query, I will be glad to help you.

I understand you are facing an issue HP Pavilion 14-ce3510sa notebook shows a power light but does not boot up, it indicates that the system is receiving power but failing to complete the POST (Power-On Self-Test) process.

May I know

Do you see an HP Logo when you try to turn on the unit and then the screen goes blank or blue screen, If Blue screen Have you observed any error messages?

Please try the following Troubleshoots steps.

Step 1

1.    Turn off the Unit.

2.    Disconnect the AC adapter.

3.    Remove any discs from the disc drive.

4.    Remove memory cards from the card reader slot.

5.    Disconnect all nonessential peripheral devices, such as printers, scanners, external hard drives, and USB flash drives.

6.    Disconnect the AC adapter press and hold the power button for approximately 15 seconds.

7.    Reconnect the AC adapter, and then turn on the computer.

Step 2

Turn off the unit and please press and hold the Windows key + letter B key and the power button together for 30 seconds after 30 seconds, 1st release the power button but keep holding the Windows key and B key for ten more seconds and then release these two keys If done correctly, you will see the display flashing once. Please attempt it thrice as this step and Restart the unit

Step3

The unit has to be turned off, Press Win+ V while holding these two keys then Press the Power button, continue to hold all three keys for 30 seconds and then release the Power button first and then release these two keys Please attempt it thrice  and then you may get a Pop-Up CMOS Check and it will restart the unit

Even if you don't get a Pop-up restart the unit manually after 3 attempts.

Here are several steps you can try to diagnose and potentially resolve the issue:

1. Check the Display

Sometimes, the laptop might be running, but the display could be the issue.

  1. Connect the laptop to an external monitor using an HDMI or VGA cable.
  2. Turn on the laptop and check if the display shows up on the external monitor.

2. Reseating Memory Modules

Loose or faulty RAM can prevent the system from booting.

  1. Power off the laptop, disconnect the AC adapter, and remove the battery.
  2. Open the back panel of the laptop to access the RAM modules.
  3. Carefully remove the RAM modules and reinsert them firmly.
  4. Close the back panel, reconnect the AC adapter, and try to boot up the laptop.

3. BIOS Recovery

Attempt to recover the BIOS if it is corrupted.

  1. Turn off the laptop.
  2. Press and hold the Windows + B keys, then press and hold the Power button for 2-3 seconds.
  3. Release the Power button but continue holding the Windows + B keys.
  4. If the BIOS recovery screen appears, follow the on-screen instructions to recover the BIOS.

4. Disconnect All Peripherals

Remove all external devices to ensure none of them are causing the issue.

  1. Disconnect all USB devices, external drives, printers, etc.
  2. Try to boot up the laptop again.

5. Test the AC Adapter

Ensure the AC adapter is functioning correctly.

  1. Check if the AC adapter's indicator light is on when plugged in.
  2. If possible, test with a different, compatible AC adapter.

6. Inspect the Battery

If the battery is faulty, it might prevent the laptop from booting.

  1. Remove the battery and try to boot up the laptop with only the AC adapter connected.
  2. If the laptop boots up, the battery might need to be replaced.

7. Perform a Component Test

If possible, run a hardware diagnostic to check for component failures.

  1. Turn off the laptop.
  2. Turn it back on and immediately press the Esc key repeatedly until the Startup Menu appears.
  3. Press F2 to select System Diagnostics.
  4. Follow the on-screen instructions to run the tests.

Hi thanks for your help but nothing worked, the power button lights and when i continue to hold it the light goes off, it is like the power button turns the power light on but nothing else. Also no hp screen, no blue screen - no screen activity plus tried with a number of external monitors, I previously had dual monitors attached and set for nothing to happen when lid is closed. It appears to be asleep but not waking?
