it seems from this document that this is not the original windows 11 pro version

Prom-not sure I follow? I assume machine  was upgraded by the company that supplied it to the previous owner. How does that affect  my query?

other than that, we know nothing of where the computer came from..
You have a computer, which was not erased, before being in your hands, it might seem curious..
But anyway, if you want to remove what was from the other owner, you have to erase everything, so either you try the indicated options..
Either if you want to keep windows 11 use the integrated option

I can't be sure that it is possible for you to proceed with a complete recovery, of windows 11 not knowing how it was activated

Your PC won't start, you haven't created a recovery drive, and resetting your PC didn't work

Use installation media to reinstall Windows 11

Luckily someone in HP support knew the answer. It is in BIOS and has now gone.

most likely with that answer was the asset tag in the bios 

 

on the main menu under Asset tracking number or ownership tag
