Trying to set up. Manual on line no help. Connected to internet ok. Wants me to join Enterprise Enrollment, which I do not need as I am not part of any organization, business, etc. Will not let me simply go on to next.

Sorry, but support for refurbished computers comes from the Refurbisher, not from HP.
You will have to contact where you bought it or return it to them for a refund.

You need to return this Chromebook.
It should have been deprovisioned prior to being sold.
You will not be able to use !
