Stuck at Programing PEI region after trying to install BIOS upgrade from Windows 10.

   Tried powering on with Windows-B and Windows V keys pressed.  Still wont start.  Caps Lock light blinks 3 times, pause, then 2 quick blinks (repeats).  Tried following the lnks in similar post both both lnks I tried were broken.  Is my machine bricked?
