Hello @RPena
Welcome to the HP Support Community.
Was this PC previously with HP service center ? Is it with an active warranty ?
The utility you need/request is not publically available. You will need to bring this PC (or ship it) to service - HP Authorized Service Center
If you are not sure where such a center is located, please contact HP support for assistance in finding one. Here is more info:

Dean thatnk you for your quick responce. The system is no longer under warranty and I contacted the local HP service provider for assistance. However, they are unsure if due to the age of the system if they will have the correct DMI Tool to enter the correct information in the BIOS.
Are you aware of a third party tool that will assist me in branding the system board.

Hello,
No, I am afraid I am not aware of any 3rd party tool for such reasons.
If this HP service center experiences issues, please post back details of the center (name, location, etc) and I might check something else.
Alternative option would be replace the motherboard entirely with something they can work on.

Dean,
Thank you for informing me there is no third party solution. I relayed the information to the end user and suggested he contact the local HP Service Provider again.
The end user agreed to take his laptop to the local HP Service provider to see if they can tatto the serial number on the system board using the DMI Utility they have. Since, there are no other issues with the system, and it powers up to the OS, they offerred to charge a low Diagnostic Fee and attempt to tatto the serial number.
If the HP service Provider is successful I will update the POST and if not I will forward their information so you can assist me further.
I will also make the end user aware that it may be necessary to replace the system board again with one the service prover can work with. Thank you again for your quick responce and support.

Dean the end user went to the local HP Service Provider and they were able to tatoo the serial number on the system board.
According to the the end user the HP Service Provider said the new serial number was tatoo on the system board but it needed to be program to recognize it. He could not specify any more what they did to resolve the issue.
The service provider charged the end user a diagnostic fee of about $50 to tatoo the system board which was a reasonable price the user was willing to pay.
I am not sure why the tatoo was not burn correctly when the system board was repalced but thanks to the local HP Service Provider the issue was resolved at a reasonable price.
Thank you for your assistance.
